Neutron sweep is the best if you want the planet afterwards with all the fe buildings and your willing to take some negative glances from the rest of the galactic community. Why bother with their inefficient pops, when you have genetically modified ones that are simply better. Basically the planet became colonizable and, after completing your colony, you've every building already built, but in a ruined state.
